Waste management and cleaning services
An efficient Public-Private-Partnership in waste management.

Challenge

In 2002, the City of Dresden issued a call for tenders to find a strategic partner for its waste management company, the Dresdener Stadtreinigung (SRD) in the form of a Public- Private-Partnership.
The aims of the city authorities were to secure the future of SRD, to strengthen its strategic position in the marketplace, to stabilize the municipal waste management fees, to guarantee the long term security of waste disposal for Dresden's inhabitants and to ensure employment security for SRD employees.

Objectives

  • Exploit the full capacity of the Mechanical Biological Treatment facility.
  • Develop service offerings responding to market and customer needs.
  • Increase cost effectiveness and competitiveness while guaranteeing the central position of staff.

A successful Public-Private-Partnership

Joint optimization in e.g. logistics, purchasing, materials flow management and sharing of garages and washing facilities for vehicles and refuse collection trucks leading to savings for material costs.

Modern, flexible and tailor-made waste management and cleaning services

  • Management of the first Mechanical Biological Treatment facility in Germany in 2002.
  • 89.4% of residual household and commercial waste recycled (in 2006).

A strong employee motivation

Employee motivation highly increased, due to the implementation of an efficient change management and several measures like implementation of performance orientated payment, the reformation of the corporate culture and management style, a continuing education, staff management, flexible working hours, etc. All measures and changes were made successfully with clear agreement of the workers council.

An economic efficiency

As a result and advantage for the city, there is a stabilization of the municipal waste management fees since 2004 until 2009.
